Working Group on Senate Rules & Norms

The Kennedy Institute hosts bipartisan efforts to ensure the U.S. Senate fulfills its constitutional intent as outlined in Article 1 and will serve as a strong check to executive and judicial power and be the leading source of deliberation in the nation’s bicameral legislature.

The Institute has developed a Working Group comprised of former US Senators and senate experts from across the political and ideological spectrum to develop achievable, impactful recommendations for rules and norms changes to ensure a fully functioning US Senate and to reestablish it as the world’s most deliberative body.
